Dr. Hodes, NIA Director: A110 implementation
As you may recall,
in October 1999, the Office of Management and Budget issued final
regulations to revise OMB Circular A-110, making certain federally-funded
research data accessible under Freedom of Information Act procedures.
The regulations became effective on November 8, 1999. Subsequently,
Federal agencies have been working on plans to implement the new
regulations. The implementation guidance that NIH will impose
on grantees will be effective in early 2000, pending publication
of revised 45 CFT 74. The revised Circular A-110 FOIA procedures
will be applicable to new and competing continuation awards made
after the NIH guidance is published. To prepare grantees for its
enactment, the NIH Office of Extramural Research has posted its
guidance on the OER home page at:
http://grants.nih.gov/grants/policy/a110/a110_guidance_dec1999.htm.
