February, 1995
The
Government Affairs Committee (GAC) met on February
6, 1995 to review the activities of the past year
and to plan actions for the coming year. We
concluded that several activities had been
successful but needed to be expanded and a major
new initiative needs to be undertaken.
In the
past year an e-mail alerting system was established
for rapid notification of members about urgent
actions required to keep legislators aware of the
needs and concerns of the ARO membership. The
current list includes those members who indicated a
desire to be included on it. The list needs to be
expanded to include all ARO members with e-mail
addresses, but especially those who would like to
be involved in an alerting network and would
undertake to disseminate alerts by phone or FAX to
others in their local communities who might not
have e-mail addresses. If you would like to
participate in such an alerting network please send
an e-mail message to Robert Ruben at

with your name, e-mail and regular address, phone
and FAX number.
The
GAC requested that a section of the ARO home page
be reserved so that users of the internet could
immediately have access to alerts and other
material related to our need to be proactive in
informing the public about the importance of
biomedical research in general and the work in our
discipline in particular. Gerald Popelka, ARO
Editor already has provided sections on the ARO
world-wide-web home page for this and other
relevant information. The ARO home page will
contain a variety of information such as lists or
copies of teaching materials, materials related to
the use of animals in research, materials of
interest to our members available through other
sources, etc. If you have such materials and would
like to see them listed, either on the ARO home
page or in the ARO newsletter, please contact the
chairs of the relevant ARO committees:

The
GAC identified the need for a widespread long term
proactive effort about the importance of research
in otolaryngology. The GAC would like to identify
coordinators for every state to take responsibility
for identifying people to establish contact with
all the legislators in that state. These contact
people would be expected to visit the legislators
to talk about our field, meet their aids for
science policy, invite them to visit their
laboratories and programs so that the legislators
have a vivid picture of what our science is doing
in their communities and how many peoples lives it
impacts - in terms of health, education, financial
impact and commercial development. If we want to
minimize the effects of unnecessary regulation and
hope to generate financial support from public and
private sources it is necessary to do our homework
and make our field visible. When good things happen
it is important to publicize them. Then, if
difficulties arise we have a base from which to
work.
In the
past year the GAC established effective contacts
with all legislators in the house and senate who
served on the health and human services
appropriations subcommittee to keep them informed
about all of the issues of concern to our
membership. With the substantial changes in
committee memberships and leadership in the new
congress it is necessary to identify contacts,
preferably from the home districts, but at least
from the same state, for all of the new members, as
well as maintain the relationships with old
members. If you already know, have established or
can establish a relationship with any of the new or
old members (listed below), or would just like to
help in this education effort, please contact GAC

This work is not exclusive. The more people who are
involved, the better. We can use all of your
help.
